The Commission found evidence of significant dumping practices, which put the European plywood industry under pressure.
One cooperating company, i.e. Pizhou Jiangshan Wood Co., Ltd., is now subject to a customs duty of 43.3%. The duty for all other Chinese manufacturers is 86.8%. Previously levied provisional duties remain in effect; only overpayments will be refunded.
In order to improve market surveillance, the EU will require the disclosure of precise volumes in cubic meters for the affected customs codes. Member States must report their monthly import figures to identify potential avoidance strategies early on.
For European plywood manufacturers, this step significantly reduced competitive pressure. Importers, however, will be faced with permanently higher costs and stricter requirements for documentation.
The regulation entered into force on November 20 following its publication in the Official Journal of the European Union. Customs duties will be levied from November 21. Previously, December 7 had been the planned start date.
